• Construction Program Manager - Transit and Rail

    Job Description

    Gannett Fleming's Transit and Rail Business Line is looking for a Construction Program Manager to manage large project teams and is responsible for overall program performance metrics including safety, quality, budget, schedule and client satisfaction. The role of Construction Program Manager will be responsible for coordinating the work with joint venture partner and interfacing with client senior leadership. Duties include overall team management including mobilization of a workforce of 100+ staff.  Oversee resident engineering teams for multiple construction contracts in excess of $500M.  Supervise project controls teams including contract change management and documentation, field engineering, materials testing, survey, stakeholder coordination, and all other construction management activities.  Lead and participate in executive briefings, strategy, and progress meetings. Additional responsibilities are captured below: 


    ·         The Construction Program Manager leads all aspects of construction delivery major LRT/Rail Infrastructure project in the Southeast region

    ·         Leading Construction Manager for FTA funded Light Rail Transit Project

    ·         Responsible for planning, organizing, cost reporting and directing construction activities to ensure goals and objectives are accomplished within the allotted time frame and on budget.

    ·         Implementation of Project Management Plan in accordance with FTA guidelines

    ·         Stakeholder Coordination and Project Meetings

    ·         Oversight of teams for inspection, materials testing and verification surveys

    ·         Overseeing teams for commissioning and startup of transit projects

    ·         Oversee FTA governed cost estimating and scheduling

    ·         Manage client and joint venture relationship

    ·         Implement and deliver safety programs

    ·         Coordinate with department managers and senior leadership on the project


    Minimum Qualifications


    ·         Bachelor’s Degree in Civil Engineering or Construction Management

    ·         Professional Engineer (preferred)

    ·         Fifteen (15) years’ direct experience working in AEC Industry

    ·         Experience in a leadership capacity for program/construction management on large scale Rail/Light Rail Transit projects with FTA funding

    ·         Resourceful self-starter with the confidence to lead in a new start environment with client not experienced in major projects

    ·         Adept at contract negotiations

    ·         Demonstrated ability to lead/oversee large teams

    ·         Direct experience working in a joint venture (JV) agreement and providing JV management

    ·         Excellent technical, communication, organizational, managerial and planning skills.
