Scott Boyles

Scott has 40 years of experience specializing in providing client services associated with management and execution of transportation projects for departments of transportation. Scott currently serves as Project Director for Alternative Delivery and supports North Carolina Transportation Management. Scott has extensive transportation management experience in providing marketing and business development, project management, program management, client management, financial management, design, technical review, and quality management for transportation projects. His technical work has involved leading the design of highway/interchange projects; maintaining project quality assurance/quality control (QA/QC); designing plans for traffic control, pavement marking, and signage; and providing management of overall transportation engineering services for design-bid-build projects.
In addition to transportation management, he has extensive experience in serving as an Alternative Delivery Program Manager. Scott encompasses skills for Alternative Delivery consisting of multidiscipline design management. Other key skills include business development with contractors; assembly of consultant teaming; teaming agreements; budgets, administration, and management of preparation and development of the SOQs; administration and management of the proposal and technical plans for the RFPs; and administration and management for the design and construction phase following award of the project to a contractor.
Scott began his career in transportation working for NCDOT gaining valuable experience and knowledge of NCDOT's transportation network, engineering practices, and quality standards. The past 35 years his work has been in transportation for private consulting firms, successfully delivering numerous transportation projects for NCDOT, municipalities, private developers, and other DOT’s.
