Terry Callahan

S. Terry Callahan, CCM is a Geographic Discipline Leader within the Construction Engineering & Inspection (CEI) division for Colliers Engineering & Design, providing strategic leadership, technical oversight, and quality assurance across transportation and infrastructure programs. As a Certified Construction Manager (CCM), Terry brings extensive experience guiding complex construction projects from pre-construction through closeout while ensuring compliance with agency standards, contract requirements, and industry best practices.

In his role, Terry is responsible for leading CEI operations across a defined geographic region, supporting project delivery teams, and maintaining consistency in inspection practices, documentation, and reporting. He works closely with clients, project managers, and field staff to mitigate risk, resolve construction challenges, and deliver projects safely, on schedule, and within budget. His leadership emphasizes collaboration, accountability, and proactive problem-solving.

Terry’s background includes oversight of major transportation and infrastructure projects, mentoring and developing inspection staff, and implementing quality control and process improvements that enhance performance and client satisfaction. He is recognized for his practical field knowledge, strong communication skills, and commitment to professional excellence.

Through his involvement with ACEC/NC and the broader engineering and construction community, Terry remains engaged in advancing CEI best practices and supporting the successful delivery of public infrastructure across North Carolina.
