Will Larsen joined The Wooten Company in 2010 and currently serves as Regional Manager and head of the Greenville Regional Office, providing leadership and strategic oversight for municipal infrastructure projects throughout eastern North Carolina. In this role, he works closely with local government clients and multidisciplinary project teams to deliver comprehensive solutions across the full project lifecycle.
Will brings extensive experience in technical design, permitting, and construction administration for water, wastewater, and stormwater infrastructure projects. His background working with municipalities enables proactive identification of project challenges, development of practical solutions, and strengthened relationships that support efficient project delivery. He is actively involved in projects from early planning and preliminary engineering through final design, regulatory approvals, bidding, and construction phase services.
In addition to technical leadership, Will has significant experience providing funding assistance, including coordination with state and federal funding programs, support during grant applications, and ongoing compliance and reporting throughout project implementation. He regularly reviews and approves water, wastewater, and stormwater permits to ensure compliance with North Carolina rules and regulations and provides quality assurance oversight across multiple projects.
Will is a certified Stormwater Control Measure (SCM) Inspector, providing inspection, evaluation, and compliance support for stormwater treatment and control systems. He also leverages his National Association of Sewer Service Companies (NASSCO) certifications in the assessment of manholes, laterals, and pipelines to support condition assessment, rehabilitation planning, and capital improvement programming.
