Bill Francis

Mr. Francis has over 37 years’ experience, 29 of those years in Florida, in the construction, inspection, material testing, maintenance, and design of large-scale civil engineering projects, horizontal and vertical, in both the public and private sectors. During that time, he has been responsible for managing and providing senior engineering and management for numerous projects as a Leader, Mentor, Senior Project Engineer, Town Engineer, Corporate Associate, Division Director, Project Manager, Expert Witness, and Engineer of Record on numerous projects in Florida, North Carolina, South Carolina, Utah, the Bahamas, and the metropolitan New York, New Jersey, and Connecticut area.
