David Wilcock

As National Director of VHB’s Transit & Rail Group, David is responsible for all aspects of the project development process for railroad and transit projects from the initial planning and operational analysis efforts through final design and construction and service implementation. He has more than four decades of experience in the planning, design, and construction of railroad and transit infrastructure, new and/or renovated railroad and transit stations and facilities, and multimodal transportation centers. David has also been involved in the implementation of new passenger rail and transit services as well as the preparation of business plans. He has helped develop corridor level planning and conceptual design documents as well as NEPA, FTA New Starts, and FRA Service Development Plan documentation for federally funded projects. David is also an experienced railroad and transit operations and infrastructure specialist and is well versed in equipment.
