Professional Bio
Doug has 41 years of engineering and progressive leadership experience focused in staff development, change management, policy/program development and supervision. Before retiring from NCDOT, he served as Assistant State Roadway Design Engineer with the Roadway Design Unit, managing projects in Divisions 10 through 14. His responsibilities included managing the designs and schedules of highway projects, changes in staff, outsourcing project work to private engineering firms and delivering highway projects on budget and on schedule. He is well-versed in AASHTO, Complete Streets, value engineering and context sensitive guidelines with an emphasis on innovative solutions. Before serving as Assistant State Roadway Design Engineer, he served as both Project Engineer and Project Design Engineer with NCDOT.
As Transportation Practice Leader for 9 years at Stewart, Doug was responsible for planning and design services for NCDOT, municipal and private clients. Disciplines within the Transportation Practice include NEPA planning, community studies, public involvement, roadway and bridge design, pedestrian bridges, erosion control, traffic management, and utility coordination.
Doug’s responsibilities for the past 2 years at KCI focus on advancing transportation in the southern region. He works across the southern states on planning and design initiatives and builds discipline practices within his Regional Practice. Doug’s goal is to continue to elevate the Transportation Industry and KCI’s influence in the Transportation Industry.
