Professional Bio

Jorge Luna is a versatile and detail-oriented transportation planner with more than 21 years of experience in public transit planning and service development. He holds a bachelor’s degree in urban affairs and planning from Virginia Tech and a master’s degree in public administration from Arizona State University. Jorge’s expertise spans service planning, transit optimization, feasibility analysis, high-capacity corridor studies, performance metrics, land use integration, emerging technologies, and active transportation connectivity. His work reflects a deep commitment to helping communities design and deliver transit systems that are inclusive, efficient, and responsive to local needs.

Currently, Jorge serves as the South Atlantic Director of Transit & Rail at VHB, based in Charlotte, North Carolina. In this role, he supports communities across the Mid-Atlantic and Southeast in advancing their multimodal transportation goals. Jorge works closely with clients to understand their unique challenges and opportunities, providing strategic guidance and technical expertise to help bring their visions to life. His work is rooted in a belief that transit is more than infrastructure; it’s a vital connector of people, places, and possibilities.
