Mike Holder

Mike Holder, PE is the Vice President, Transportation Services and Regional Transportation Business Line Manager for Gannett Fleming’s Southeastern Transportation clients. In this role, Mike develops, leads, and manages initiatives and projects that include diverse scopes of planning, highway and bridge design, transportation program management, traffic engineering, and intelligent transportation system (ITS) deployment. He directs the design and deployment of technology for connected and automated vehicles, smart city technology, vehicle electrification, and the pursuit of design-build and public-private partnership (P3) opportunities. Leveraging his public and private sector design, operations, and maintenance experience, Mike provides expertise and innovative solutions for transportation management consulting and asset management programs and services. As a former North Carolina Department of Transportation (NCDOT) Chief Engineer, Division of Highways, Mike has a rich and diverse history of experience and technical expertise that enabled him to successfully direct and manage the planning, design, construction, operation, maintenance, and asset life cycle program of the second largest highway system in the United States. Mike’s extensive experience with NCDOT and his now extensive private sector experience in project delivery/highway design encompasses the full spectrum of transportation systems aimed at minimizing the costs associated with the life cycle of assets, including their maintenance. Mike’s unique ability to visualize the totality of the asset lifecycle from planning and design to procurement and construction, to operate and maintain, and to renew and replace provides him with a unique perspective and ability to solve complex asset management issues and apply industry best practices.
